FCA Issues Guidance on UK Cryptoasset Regulatory Regime

The UK Financial Conduct Authority (FCA) has published new guidance to help cryptoasset firms understand how the country’s future regulatory regime will apply to their businesses.
The new regime will come into force on 25 October 2027, while the authorisation gateway for firms will open on 30 September 2026. The FCA said the guidance is intended to give firms greater clarity as they assess whether their activities will fall within the regulatory perimeter and prepare for authorisation.
FCA Clarifies Scope of Cryptoasset Regulation
The guidance covers a range of activities that may require FCA authorisation, including the issuance of qualifying stablecoins, operation of cryptoasset trading platforms, dealing and arranging deals, safeguarding cryptoassets, and arranging cryptoasset staking.
The guidance follows the FCA’s work to finalise its rules and guidance for the new regime in June 2026. The regulator is also providing pre-application support meetings and webinars to help firms understand the requirements and prepare their applications.
Targeted Changes to Regulatory Perimeter
The UK Government has introduced targeted amendments to the legislation, including limited exclusions and clarifications for certain technical service providers. The FCA said these changes will not affect most crypto firms preparing for authorisation.
The regulator plans to consult in October 2026 on corresponding updates to its perimeter guidance. The consultation will address areas including qualifying stablecoins, proprietary trading and market making, certain technology providers, decentralised protocols, safeguarding arrangements involving central securities depositaries, and financial promotions.
